This is just a non-convergence, not a mesh/element type problem (at least not directly). It’s most likely due to unconstrained rigid body motions like allowing rotation of one gear in a static analysis and/or applying torque instead of prescribed rotation. It might be also a problem with contact but I would check BCs first.
